I’m sure this is a joke unless maybe you have kids. Although on second thought I know of few guys who would tinker with this stuff instead of being productive. Check out the Vladimir Putin post, can you imagine him making some of these little toys!

I think this is a crossbow for a baby, and the sentance under the crossbow is funny!!
