		<description><![CDATA[In the USA is the sidewalk (or pavement as it&#039;s known in other parts of the world) considered the legal responsibility of the homeowner?  Because where I come from it&#039;s public property and is therefore the responsibility of the local authorities.  Does Dim have the right to cordon it off and stop people walking on it?  Because it seems pretty harsh to expect someone to maintain something that isn&#039;t his property.  Dim is taking a stand for justice, while Dash is just knuckling under and accepting oppression.]]></description>

		<description><![CDATA[I live in Minneapolis, where it snows a gawdawful lot.  The city owns the sidewalk, but if I don&#039;t shovel it within 24 hours, well...

&gt;&gt;    If the City of Minneapolis gets a complaint or discovers that a sidewalk is not properly cleared, Public Works will inspect the sidewalk and give the property owners a chance to clear it.
&gt;&gt;    If the sidewalk has not been cleared upon re-inspection, the property owner may be issued a citation with a fine.
&gt;&gt;    Crews will remove the snow and ice from the sidewalk. Property owners will be billed for this service, and unpaid bills will be added to property tax statements.

So I shovel down to the bare concrete, sometimes following through with a driveway broom to get the last of it (unlike some, whose snowblowers leave a thin layer to get packed into ice by pedestrians), and use salt and sand or kitty litter to make sure people don&#039;t fall and kill themselves.]]></description>
